Excellencies, Ministers, Ambassadors;

Mr Kenan Bozgeyik, Chairman of the Congress, and our Turkish hosts;

Secretary-General Mr Bishar Hussein; Assistant Secretary-General Mr Pascal Clivaz;

Distinguished delegates, UPU officials, Ladies and Gentlemen.

First, allow us to extend our thanks, on behalf of Australia, to our Turkish hosts. Turkey is renowned for its hospitality, and this Congress has only enhanced that reputation. Thank you to the Chairman, Secretary-General, Assistant Secretary-General and their teams for their untiring work to ensure the safety and comfort of delegates and to make this Congress a great success.

Let me also express our appreciation to you for your stewardship in the work of this Congress. To the Vice Chairs of Congress, Committee of Chairs and Deputy Chairs: our sincere thanks for your dedication to the Union. You have worked hard to make this Congress a forum for delegates to set the future course of the Union.

To the delegates: you have brought your experience and varied perspectives to these discussions, and engaged with goodwill and dedication to the shared cause. Of course, there are disagreements and contentious issues. This is a great place to stay. But from this diversity comes strength. In the face of incessant change, the decisions reached, and the spirit with which you have reached them, speak to the strength of this Union.

Our industry, and this Union, face many challenges. Addressing these challenges will require co-operation and collaboration. Australia is grateful for the opportunity to serve all members, during the last cycle as a member of the Council of Administration and Postal Operations Council, and over the course of this Congress. We were honored by the opportunity to chair the Convention Committee of Congress. We strive to work collaboratively, listening to and understanding all views, and bringing together solutions to the challenges we face.

Looking ahead, as our industry and customers change, this will have a critical role to play. We can and must capture the opportunities of e-commerce, and help all members build the capacity to support a global system. We must continue to understand our customers, and give them the services they require. And we must re-invigorate this Union, to make it more sustainable, responsive and innovative.

Australia is a multicultural nation; Our citizens come from all corners of the globe. We are deeply committed to the idea of ??diversity. We stand ready to continue working with all members to help make this Union ready to meet the challenges and harness the opportunities of the future.

Cameroun

Merci Monsieur le Président de me donner la parole. Je saisis cette occasion pour vous féliciter pour la finesse de votre doigté dans la conduite de nos travaux. Le Cameroun et l’Afrique dont je porte la voix en ma qualité de Présidente de la Conférence des Plénipotentiaires de l’UPAP voudraient également féliciter la Turquie pour l’organisation de ce congrès et pour les attentions particulières que les différentes délégations font l’objet depuis leur arrivée à Istanbul. Je voudrais aussi exprimer la joie qui est celle de l’Afrique pour la désignation de la Côte d’Ivoire pour l’organisation du 27ème Congrès de l’UPU. Au-delà de la Côte d’Ivoire, toute l’Afrique du nord au sud, de l’est à l’ouest en passant par le centre, se sent honorée. « C’est l’Afrique qui nous accueille ». Je voudrais aussi remercier les pays qui ont fait des concessions pour que la candidature de la Côte d’Ivoire passe, notamment la Tunisie et l’Ethiopie. Toutefois, en route pour Abidjan, nous attendons à Addis Abeba en 2018.

Le Cameroun et la communauté postale d’Afrique sont fiers de prendre part à ce rendez-vous d’Istanbul, ville mythique, ville aux vestiges attrayants, ville qui est le produit des synergies d’un développement inclusif. Le consensus auquel nous sommes parvenus sur la réforme permettra d’adapter notre Union, aux contraintes de l’environnement actuel, au regard des constats que nous avons faits ensemble et des conclusions auxquelles nous sommes parvenus à la Conférence stratégique de Genève d’avril 2015. D’Istanbul, notre Union ressort renforcée, portée par les pays membres déterminés à défendre ses valeurs.

Le Cameroun et l’Afrique tiennent à féliciter tous ceux qui ont travaillé pour y parvenir, sous le leadership du Président du Congrès, de l’Afrique du Sud, de la Belgique, du Bureau International et espèrent que 2018 pourra concrétiser le projet que nous avons mis en mouvement.

En juillet 2016, la Conférence des Plénipotentiaires de l’Union Panafricaine des Postes de l’UPAP a apporté son soutien au projet de la Stratégie Postale Mondiale d’Istanbul laquelle est le produit des priorités de toutes les régions. Pour permettre que le troisième pilier de la vision de l’UPU, à savoir l’inclusion, tienne pour le cycle 2017-2020, l’Afrique souhaite que la communauté postale mondiale réalise les programmes de la Stratégie Postale Mondiale d’Istanbul. L’Afrique pense que les actions de coopération technique sont indispensables pour créer les conditions nécessaires et améliorer l’inclusion des populations des pays en développement aux réseaux postaux et à l’économie mondiale. Pour cela, les budgets que l’UPU consacre à la coopération, à notre avis, doivent être maintenus.

Pour conclure le Cameroun souhaite apporter sa contribution au sein du Groupe de travail qui a été mis place pour mener la réflexion qui va nous conduire à une proposition définitive de la réforme.

Le Cameroun entend poursuivre la consolidation des valeurs de notre organisation au sein du Conseil d’Administration et du Conseil d’Exploitation Postale. C’est pourquoi le Cameroun sollicite votre soutien à sa candidature à ces deux conseils.

Centreafrique

C’est pour moi un insigne honneur, ainsi qu’un agréable devoir, de m’adresser à vous du haut de cette tribune du 26^ème  Congrès de l’Union Postale Universelle.

Permettez-moi tout d’abord d’exprimer toute ma gratitude à Son Excellence Monsieur Recep Tayyip Erdogan, Président de la République de Turquie, à son Gouvernement ainsi qu’au Peuple Turque tout entier, pour l’hospitalité légendaire et pour toutes les marques d’attention dont ma délégation et moi-même , avons fait l’objet depuis notre arrivée ici dans cette belle et florissante capitale de la République de Turquie.

Le Président de la République Centrafricaine, Chef de l’État, le Professeur Faustin Archange Touadera, me charge de transmettre ses salutations aux participants du 26^ème Congrès de l’Union Postale Universelle.

Il présente par la même occasion ses compliments pour l’effort que déploie l’Union Postale Universelle en faveur du développent et de la modernisation du réseau postal mondiale.

Cependant, il me parait important de saisir cette opportunité pour signaler la situation particulièrement préoccupante de mon pays, la République Centrafricaine, dont les infrastructures en générale, et particulièrement son réseau postal, sont quasiment détruits à la suite des nombreux conflits internes, faisant d’elle l’un des maillons les plus faibles du réseau postal international.

La République Centrafricaine,  qui sort péniblement de ces nombreuses crises, suite à des élections législatives et présidentielles transparentes et démocratiques reconnues par le monde entier, a malheureusement une économie très fragilisée et ne peut être en mesure d’assurer, à elle seule, la reconstruction de son réseau postal national complétement détruit.

Comme tout pays se trouvant dans cette situation, la République Centrafricaine a engagé une vaste campagne de restructuration de son secteur postal. Aujourd’hui, le secteur postal est perçu comme un accélérateur du développement inclusif et une composante essentielle de l'économie mondiale.

C’est dans ce contexte qu’elle compte sur la solidarité de tous les pays membres de l’Union Postale Universelle pour l’aider à reconstruire et moderniser son réseau national, facteur de cohésion sociale, de Réconciliation nationale et de présence de l’état sur toute l’étendue du territoire national.

Le Gouvernement de la République Centrafricaine que je représente ici souhaite aux participants du 26^ème Congrès, des travaux fructueux ainsi que le plein succès au 26^ème Congrès de l’Union Postale Universelle dans l’intérêt du développement de la poste internationale.

Mesdames et messieurs les Ministres,

Chers collègues et chefs de délégations,

Monsieur le président du Congrès,

Monsieur le Directeur Général de l’Union Postale Universelle,

Excellences, mesdames et messieurs les ambassadeurs, chefs de missions diplomatiques,

Mesdames et messieurs les Délégués,

Mesdames et messieurs en vos fonctions et qualités.

Avant tout propos, je voudrais tout d’abord m’acquitter d’un devoir, celui de remercier les autorités turques, avec à leur tête, le président Recep Tayyip Erdogan, pour l’accueil qui nous a été réservé depuis notre arrivée à Istanbul.

Un congrès, fut-il celui d’une organisation internationale comme l’Union Postale Universelle (UPU) est toujours l’occasion de faire un bilan exhaustif de toutes les activités menées dans l’intervalle des Congrès.

Loin de nous, la prétention de dresser un quelconque bilan sur ce qui a été décidé à Doha, lors du dernier Congrès de notre organisation.

Toutefois, nous pensons, à juste titre, que les participants à ce 26ème congrès de l’UPU, n’ont pas manqué de faire le bilan de la stratégie postale de Doha, et d’en tirer les conséquences.

En parlant des conséquences, nous connaissons quelques unes : elles se lisent à l’aune de la réforme proposée par le bureau international sur le fonctionnement de notre Union et de l’inclusion financière de plus en plus grande des populations, notamment, celle des pays africains, suite aux prescriptions du denier congrès.

Le président de la République du Congo, Son Excellence, Monsieur Denis Sassou Nguesso, qui nous a délégué les pleins pouvoirs pour participer à ce Congrès, adhère pleinement à toutes les réformes envisagées, étant donné qu’elles concourent à faciliter les relations entre les organes de l’Union et les pays membres, et à rendre plus visible et pertinent le fonctionnement de notre Union.

Le souhait du gouvernement congolais qui s’est résolument engagé dans la réforme du secteur postale et partant, la mise à niveau de l’opérateur public, est donc, que l’expertise des organes de notre Union devienne plus que jamais présente, surtout dans nos pays en développement, afin de permettre à nos services postaux et financiers de se développer efficacement.

Enfin, le Congo, notre pays, qui a participé activement aux travaux du Conseil d’Administration et du Conseil d’exploitation postale au cours du cycle finissant, est candidat au Conseil d’Exploitation Postale et demande le soutien des autres  États membres.

J’exprime une fois de plus, pour terminer mon propos, au nom de la délégation qui m’accompagne, et en mon nom propre, toute ma gratitude à l’endroit du gouvernement de la République de Turquie.

The 26^th Congress of the Universal Postal Union is convening in a proper time, and in advance I wish you success for your brilliant leadership in steering this Congress. I also congratulate those who will be elected officials on their success in gaining the trust and confidence of member states, and wish them further success in advancing the objectives of the Union and also willing to extend my gratitude to the people and government of the Republic of Turkey for hosting this Congress, for their meticulous attention to the details of various arrangements, and for their warm hospitality. We will remember the 26^th UPU Congress as an important event that shapes the future of postal services by enhancing cooperation between all stakeholders, including the governments, the private sector, and the operating companies and service provides; and by establishing the framework for facilitating the introduction of various innovative technologies and new services.

Mr. Chairman,

My country has the honor of being the cradle of the postal system some 2500 years ago, which was based on a string of relay stations called the house of courier, to overcome the courier's fatigue for dispatching messages and letters over very long distances. Having such a long tradition of delivering letters and other forms of messages, our first priority today is to preserve the trust and confidence of our nation as their reliable and dependable agency responsible for the provision of conventional services as well as the introduction of a range of up-to-date, modern, and future-oriented services that are in line with today's requirements. In doing so, we are benefitting from our dedicated human resources, advanced technologies and modern facilities to serve our nation.

Distinguished Delegates,

The postal system in Iran enjoys an extensive network of postal offices even in remote areas of the country. We are developing and implementing our geo-coded national address file system (G-NAF), which will improve the efficiency of our distribution network. We are also streamlining our operations, and are continuously upgrading and advancing various tools that are being utilized in maintaining and managing our extensive network and services. Rapid proliferation of e-commerce in Iran is both a challenge and an opportunity. We have an obligation to ensure that the future of postal system in my country is a glowing one with particular attention to meeting e-commerce requirements, and would make every effort to make it a reality. Today, the postal system in Iran is an integral part of many government services, such as delivery of passports, drivers' licenses, property deeds, and other governmental issued documents.

Mr. Chairman,

In today's world, no nation can afford isolation. The universal postal system is instrumental in establishing closer links between nations by dispatching and delivering goods and packages. We hope that the Universal Postal Union, as one of the oldest specialized agencies of the United Nations continues to play its vital role in facilitating such links and enhancing the spirit of cooperation and collaboration between all stakeholders in the universal postal system. In this light, we are of the view that by deploying innovative and efficient approaches, and using advanced technologies by dedicated and trained human resources, one can overcome many obstacles and limitations.   

This Congress is an excellent opportunity to exchange views, and benefit from each other's experiences. I welcome your views on our way forward; and thank you for your attention.

Irak

Monsieur le Président,

Mesdames et Messieurs,

J’ai le plaisir de remercier , au nom de la République d’Irak, le gouvernement turque , pour avoir été l’hôte du 26^ème Congrès de l’UPU qui s’est tenu dans la belle et majestueuse ville d’Istanbul.

Je souhaite également remercier le Directeur général du BI, les présidents de commissions et tous les organes de l’Union pour le soutien qu’ils ont apporté pour garantir le succès de ce forum international, tout étant conscients de la responsabilité qui leur incombe pour coordonner, soutenir et développer le secteur postal dans tous les pays du monde.

Mesdames et Messieurs,

L’UPU a joué, d’une part, depuis sa création et la mise en application de la Convention de Berne en 1875, en passant par les Congrès de Paris 1942,puis  Bruxelles 1952 et Doha 2012, un rôle primordial par le biais des décisions importantes qu’il a adoptées, au niveau des institutions et des services dans le but d’améliorer la situation des pays-membres et des services postaux. D’autre part, Cette Union est appelée aujourd’hui à adopter des décisions importantes pour avancer sur le chemin de la réforme.

Mesdames et Messieurs,

Ce Congrès se tient actuellement dans des conditions extrêmement difficiles, et les défis internationaux, régionaux et locaux englobent les importants défis sécuritaires, économiques et sociaux, et notamment le terrorisme qui vise la vie et les capacités des populations.

L’UPU est la plus importante institution internationale qui fait face à ces défis étant donné que son domaine d’activité couvre tous les secteurs postaux du monde. Aussi, nous nous trouvons face à une responsabilité importante et sérieuse qui consiste à relever le niveau des institutions et services postaux.

Mesdames et Messieurs,

L’Iraq a adhéré à l’UPU en 1929 et a toujours été un membre actif dans ses conseils et autres commissions. Par ailleurs, la poste a œuvré depuis la création de l’Irak en 1921 pour proposer les différents services à ses clients, et notre pays a été parmi les pionniers dans la région en offrant le service postal qui a eu un impact sur la fourniture des services sociaux et la mise en place de la cohésion sociale.

Les événements qu’a connus l’Irak avant 2003 l’ont coupé des évolutions du monde postal et ont contribué à la création d’un fossé entre notre pays et la communauté internationale dans le domaine du développement des services postaux et de l’avancement technique dont jouit la majorité des pays-membres de l’Union.

Le gouvernement irakien œuvre actuellement à soutenir le secteur postal dans les domaines logistique, technique et humain afin de le réactiver car il est convaincu que la poste est l’âme de la vie, tel que le stipule la constitution fédérale de l’Etat irakien lorsqu’elle se réfère au service postal.

Vous n’êtes pas sans savoir que l’Irak mène une guerre incisive et juste au nom du monde civilisé, et qu’il est au premier rang dans la tranchée qui l’oppose aux groupes terroristes qui ont détruit 40 % de l’infrastructure et de bureaux de poste, ce qui a causé des effets négatifs sur le niveau de la fourniture des services postaux. Aussi, nous souhaitons obtenir le soutien de l’Union et des pays-membres dans les domaines technique et logistique pour relever le niveau du service postale et reconstruire l’infrastructure.

Nous œuvrons pour relever le niveau du service postal en appliquant une série de projets stratégiques à contenu technologique telle que la création d’un système informatique pour les bureaux de poste et l’ouverture de nouveaux canaux pour le commerce électronique. Par ailleurs, nous avons complété le cahier de charge pour la constitution de la Banque postale qui offrira les services postaux et financiers et tirera profit du réseau des bureaux de poste présents dans les centre villes et dans les villages lointains. Nous avons entamé également le service d’adressage afin de constituer une base des données essentielles pour l’organisation de l’activité postale. Et pour réitérer le rôle de la poste dans le développement durable dans le domaine socio-économique, nous avons œuvré, par le biais de la poste, à soutenir quelques catégories sociales ciblées en leur faisant parvenir les subsides du réseau de la sécurité sociale.

Pour terminer, je souhaite tout le succès à ce Congrès afin qu’il réalise les objectifs essentiels de créativité, de complémentarité et d’universalité qu’il s’est fixés.

Thank you Mr. Chairman,

It is my honor to address this Congress on behalf of the State of Israel. We thank the UPU, under the outstanding leadership and vision of Secretary General Hussein, for its important role in promoting international cooperation and helping to shape the future direction of postal services worldwide. I wish to express my gratitude to the Turkish Authorities for their warm hospitality. We also express our appreciation to the Transport, Maritime Affairs and Communications Ministry and to Chairman Kenan Bozgeyik for their excellent work and dedication.

The rapid developments in the postal services and consumer habits contribute to the transformation of the world and impact our way of living.

We all face major challenges in the postal sector regarding logistics and financial services. The growth in e-commerce and the rise of parcel volumes as well as changing consumer behavior create the need for public postal services to redefine themselves constantly.

As a leading country in innovation, Israel invests a great deal of effort in developing new services, introducing cutting-edge technologies and solutions in the  areas of e-commerce, the digitization of financial services, new mobile payment solutions and big postal data. In accordance with our commitment to implement the SDGs and in the spirit of the "No Country Left Behind" slogan, Israel is willing to share its experience with the organization for the benefit of other Members.

Mr. Chairman, before I conclude and further to the announcement in your opening statement, I wish to stress before this prestigious assembly the importance of the "Principles on the Direct Exchange of Postal items to and from the Palestinian Authority via Jordan and the Setting of Terminal Dues" signed on September 4^th 2016. These principles were reached within the framework of the “Joint Technical Committee”, established under the Israeli Palestinian Interim Agreement 21 years ago (minus one week), as a result of many fruitful meetings between the sides convened during the last year. This, as well as other recent achievements in other areas, show that at the end of the day, it is only through direct negotiations that Israeli and Palestinians will be able to resolve their disagreements and promote their joint interests.

In conclusion, I wish all of us productive discussions on the important issues at hand. The successful outcome of this Congress will no doubt reflect upon the future composition of the postal services.

Ladies and Gentlemen,

It is a great honour for me and the Malaysian delegates to be part of this auspicious event – the 26th UPU Congress – being held in the beautiful city of Istanbul! I would like to express my sincere gratitude to the Director General of the UPU for galvanizing all postal sector stakeholders here to discuss opportunities offered by the fast changing postal sector and global market environment, and realizing these opportunities through well engineered synergies and cooperation. Events such as this Congress also provide a strategic, inter-governmental platform to address the many issues affecting the postal sector and the future of the Post.

My delegation and I would also like to congratulate and extend our utmost appreciation to the Government of Turkey for hosting this 26th UPU Congress.

Ladies and Gentlemen,

Postal administrations, having facilitated communications and commerce for decades, have also shaped modern civilisation. However, with rapid changes in technology and shifts in consumer behaviour, the postal landscape is faced with a new reality, one which poses huge challenges to the Post worldwide.

We have seen a steady decline in the volume of letters due to electronic substitution but a steady increase in the volume of packages due to the boom of e-commerce. This structural change forces postal administrations to rethink and re-engineer the entire postal eco-system, including the formulation of postal policy and regulations, to ensure the postal service remain relevant. Indeed, this is the Golden Decade for the Post!

Ladies and Gentlemen,

The changing global scenario calls for postal administrations around the world to be proactive to change. In this vein, I must congratulate the UPU for taking steps to reform the Union, with the noble aim of bringing the worldwide postal community to greater heights, both in terms of ensuring the relevance of the Post and more importantly, the leadership of the Post in the global e-Commerce eco-system. To this end, the UPU itself has to reform. This Congress, therefore, is the turning point for the future of the UPU

I am sure this is also an opportune time for all of us to celebrate the achievements of the Doha Cycle, which will come to pass in a couple of weeks. I would like to take this opportunity to congratulate the Council of Administration, the Postal Operations Council, the Consultative Committees and the International Bureau for the great job done! Please allow me to share Malaysia’s contribution to the vision and objectives of the UPU throughout the Doha Cycle. Our direct contributions covered areas such as Terminal Dues, Parcels Remuneration, Integrated Product Plan, Trade Facilitation, Postal Financial Services, .post, WTO, just to name a few, and we are committed to supporting the future works of the UPU for the Istanbul Cycle.

I therefore, would like to take this opportunity to announce on behalf of the Government of Malaysia our candidature for the Council of Administration (CA). In this regard, Malaysia humbly asks for your support.

Greetings from the Warm Heart of Africa, Malawi!!!

On behalf of the President, of the Republic of Malawi, His Excellency Professor Arthur Peter Mutharika, I wish to sincerely thank the Government and the People of Republic of Turkey and the Universal Postal Union (UPU) for the organisation of this auspicious event, of the 26^th Postal Union Congress happening here in the beautiful city of Istanbul.

In a special way, let me also congratulate the Government and people of the Republic of Turkey for the outstanding reception accorded to our delegation since our arrival in Istanbul and the excellent organization of this congress.

Distinguished Guests, Ladies and Gentlemen

I am personally very excited to be part of this Congress especially that this year Malawi marks 50 years as a member of the UPU since joining the Union on 25^th October, 1966. Malawi as a country is extremely proud of this occasion and I wish to invite you to celebrate this Golden Jubilee with us!

Over the years, Malawi’s membership to the UPU has been of great benefit in the development of the postal system within the country which is currently serving a population of 17 million people.The country has been part of the team that sets the rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel and financial services volumes.

Through UPU's conferences such as the Postal Operations Council, the Council of Administration and the Congress, Malawi has been able to tap knowledge and skills for improving the quality of services for its customers in the postal sector.

Taking into consideration the political, economic, social and technological challenges the communications industry is facing in this dynamic business environment, Malawi appreciates the role the UPU and all postal regulators and operators play in developing the postal industry in the region and beyond. The advancement in communication technologies presented a great challenge to the survival of the postal industry, but we together successfully sailed through the turbulent times and here we are getting stronger each day that passes.

During the Doha cycle, Malawi has been an active member of the Council of Administration. Through its active participation in the CA, Malawi has been instrumental in the implementation of the Doha World Postal Strategy and also been part of the process of developing the Istanbul World Postal Strategy and the proposed reform of the UPU while we hope will be adopted in this congress.

Above all, UPU is giving Malawi a platform for sharing notes with other countries on many aspects of the postal business such as regulations, diversification, management of loss making post offices, automation and project management.

In return, UPU has immensely rewarded As a member of the UPU, Malawi has benefitted immensely in a number of ways which include the financing of Malawi Posts Corporation projects through the Quality of Service Fund (QSF).Through this fund, the Malawi Posts Corporation is currently running 5 projects where

i)             one-ton pick-upshave been sourced to boost mail delivery;

ii)            put in place the International Postal System (IPS) which is aiding customers and other postal administrations to track and trace their mails and know the delivery status of the mails and

iii)          it has also just recently procured and installed a heavy duty mail scanning machine at the International Mail Processing Centre, as a requirement under the UPU- IATA agreement that all mail leaving any country must be scanned first before it is handed over to the Air cargo handlers.

iv)        I will be failing in my duty if I do not mention the fact that Malawi also has other projects in the pipeline that have already been approved by the UPU Quality Service Fund Board of Directors which include the procurement of 20 motor cycles for mail delivery in rural areas, and procurement and installation of CCTV in major Post Offices aimed at strengthening mail security.

v)        In light of the changing economic, social and technological environment which is affecting the postal market place the designated  public postal operator in Malawi, is implementing a reform programme aimed at improving service delivery and remain relevant. The Reforms which are championed by the Government of Malawi focus on four key objectives:  (1) product diversification through the implementation of the e-post project; (2) provide all Government Services in the post offices (3) use ICT to deliver all services (postal/financial); (4) adopt performance oriented culture.

Malawi would therefore wish to thank the UPU for providing material and technical assistance to the MPC through the various UPU programmes which will go a long way towards the realisation of the transformation of the postal sector in Malawi.

Malawi has also benefitted through capacity building of postal staff to enhance specialized skills in various areassuch as quality of service, international mail accounting, mail management and EMS, just to mention a few.

Malawi is proud to be part of the Global Mail Monitoring Systemthat provides participating countries with accurate and high quality operational results for both international and domestic mail processing.

When Malawi was faced with disastrous floods in 2015, the UPU through UNDP helped with construction of a post office and rehabilitation of two that had been destroyed.

Currently Malawi is implementing the Physical Addressing and Post code project in which UPU has been instrumental in the provision of technical assistance.

In conclusion, Malawi would like to pledge its support to the ideals upon which the UPU was created back in 1847. Malawi is a firm believer of the UPU.  As a member of the UPU, Malawi shall continue to play an active role in collaboration with the UPU and all its organs in contributing to all the proposed reforms of the UPU that are aimed at strengthening the transparency of the UPU as well as the development of an effective global postal network.  Malawi is therefore putting its candidature for re-election to the Council of Administration.  Malawi would like to seek support of the all member states for its re-election.

Qu’il me soit également permis, Monsieur le Président, d’exprimer toute notre profonde gratitude au Gouvernement et au Peuple de Turquie pour l’accueil chaleureux et fraternel ainsi que les facilités accordées aux membres de la délégation du Niger et à moi-même depuis notre arrivée dans cette belle citée d’Istanbul avec qui le peuple nigérien partage de forts liens historiques et culturels.

Je note qu’à travers l’organisation de ce Congrès, l’Union Postale Universelle, tout en voulant satisfaire une exigence statutaire, nous offre une plateforme d’échanges sur les problématiques majeures de développement du secteur postal aux fins de fournir des orientations, des objectifs et des indicateurs nécessaires au Bureau International pour renforcer la gouvernance du réseau postal mondial dans ses trois dimensions physique, électronique et financière.

Le Gouvernement du Niger salue et félicite le Bureau International de l’UPU pour les efforts déployés dans la réalisation des objectifs et programmes stratégiques définis lors du Congrès de Doha ; ce qui a permis de contribuer significativement à la modernisation des services postaux mondiaux et à leur reconnaissance en tant que composante essentielle de l’économie mondiale et contributive à l’atteinte des objectifs de développement durable.

En cela, la Délégation du Niger apporte tout son soutien au projet de réforme de notre Union et à la nouvelle stratégie formulée autours des trois piliers que sont l’intégration, l’inclusion et l’innovation ainsi qu’au renouvellement du mandat du Directeur Général et Directeur général Adjoint du Bureau International pour la bonne gouvernance incarnée à la tête de l’Union Postale Universelle.

Monsieur le Président ;

Au Niger, depuis l’avènement de la 7^ème République sous la conduite éclairée de Son Excellence, Monsieur Issoufou Mahamadou, Président de la République, Chef de l’Etat, la volonté politique de faire du secteur des postes un secteur contributif à la croissance et au développement économique et social est clairement affirmée dans son Programme de Renaissance.

C’est pourquoi, mon département ministériel, avec l’appui du Bureau International de l’UPU, entend doter très bientôt le secteur postal d’un cadre de planification stratégique à travers la formulation d’un Programme Intégral de réforme et de développement du secteur postal et d’un document de politique sectorielle de la poste qui fixe les orientations, les axes stratégiques et les objectifs de développement de ce secteur, longtemps resté en marge des priorités nationales.

Monsieur le Président ;

Je voudrais, en ma qualité de Président en exercice de la Conférence des Ministres des Postes des Etats de l’Afrique de l’Ouest (CPEAO), informer le Congrès, que notre Conférence réunie le 23 juin 2016 à Niamey au Niger, tout en saluant la République de Côte d'Ivoire pour son engagement et sa détermination à permettre à l'Afrique d'accueillir le Congrès mondial de l'UPU en 2020, a pris la résolution de soutenir fortement cette initiative qui honore, certes  l'Afrique de l'ouest, mais aussi toute l'Afrique.

Le slogan : « l'Afrique vous invite, la Côte d'Ivoire vous accueille » exprime bien la solidarité africaine et invite les Honorables Congressistes à faire confiance et à se donner rendez-vous en terre africaine de Côte d’Ivoire en 2020.

Au terme de mon allocution, je voudrais saluer à nouveau la coopération fructueuse qu’entretient mon pays avec l’Union Postale Universelle grâce à laquelle le monde, l’Afrique et le Niger communiquent et construisent la paix.

Honourable Chairman, I would like to start by thanking you for letting me convey Tanzania warm greetings to all UPU member countries participating at the 26^th UPU Congress here in Istanbul, Turkey. Our deep appreciation also goes to the Government of Turkey for the warm welcome and the excellent facilities provided at our disposal.

For many years, Tanzania has been actively participating in the activities of the Universal Postal Union and collaborating with other UPU country members aiming to develop the Postal Sector. As a member of the Council of Administration in the last eight years, Tanzania has been an active contributor in the agenda of the UPU especially in the issues of governance and regulation, physical addressing, telematics cooperative as well as the EMS cooperative. I am very pleased to inform you that Tanzania is embracing postal technology in the operations of postal services.

We are gathering here in Istanbul today to share experiences and develop partnerships for new strategies and initiatives to accelerate innovations in the postal sector. You may all know that Tanzanian has a new fifth phase Government which is less than one year old but has already taken concrete measures that will make operations of the designated postal operator more profitable.

The Government is implementing the Physical Address and Postcode System countrywide. The system will enable Postal sector customers to receive mails, parcels and other deliveries at their homes with quality and efficient services. In order to quickly achieve this goal, we have decided to make sweeping changes in the postal policy, regulations and operations that will see embracing of new services with link to ICTs such as e-commerce, hybrid mail services and products with added value features such as tracking and tracing. Furthermore, in order to utilise the national addressing and postcode infrastructure, we have launched a home delivery for ordinary mail in three major cities.

It is worth noting that Tanzania is also playing an important role in Africa by hosting Pan African Postal Union (PAPU), a specialized agency of African Union for the development of Postal Sector in the continent in our beautiful city of Arusha. The government fully supports all PAPU’s activities.

Honourable Chairperson, in conclusion let me assure you that Tanzania has presented herself as a candidate for a seat in the Postal Operations Council (POC) during this Congress. In view of the above, the Tanzania delegation will appreciate the valuable support of every member state that will ensure the election of the United Republic of Tanzania as POC member for period 2017-2020.

It gives me great pleasure and honour to address this gathering of the global postal fraternity at this 26^th Universal Postal Congress.

Allow me to convey to you all warm fraternal greetings from His Excellency, President Edgar Chagwa Lungu the President of the Republic of Zambia, the Government and the people of the Republic of Zambia. My delegation present here today is indeed happy to be associated with this important meeting where policy, regulatory and developmental issues related to the postal sector are discussed.

On behalf of the Government of the Republic of Zambia, I wish to convey our gratitude to the Republic of Turkey for accepting to host this congress and for the exceptional hospitality rendered to all the delegates from the time we arrived here in Istanbul.

I also wish to commend the International Bureau of the UPU for its active role in the preparatory activities leading to the Congress. In the same vein, I wish to congratulate you Chairperson for being elected to this important position. We look forward to your continued exceptional guidance during the deliberations in the remaining days of the Congress.

Our country is delighted to note that this congress is focusing on issues that will not only contribute to the growth and development of the postal sector but are also likely to deliver broader socio economic outcomes in our countries.

Zambia remains committed to the implementation of the resolutions made at the last congress. We believe the UPU is an important platform for directing the growth and development of the global postal sector. I further wish to note with satisfaction that Zambia has met all its financial obligations to the Union and further pledges to remain as such.

Allow me at this point to highlight some of the key undertakings in the postal sector in Zambia. These are:

1.    Implementation of a National Addressing and Postcode Project;

2.    Domestication of the UPUs Postal Security Standards S58 and S59 ;

3.    Market Development through Diversification and innovation; and

4.    The promotion of postal financial inclusion;

5.    Implementation of quality of service programmes such as GMS and IPS;

6.    During the Doha Cycle, Zambia was also privileged to serve as Chair and Spokesperson for the Adhoc Group responsible for successfully organising the UPU’s recent Global Addressing Conference.

Chairperson,

Achieving the desired goals of the union requires collective effort, dedication and commitment towards the actions programmes and objectives of the UPU. The Union must always strive to respond to the emerging challenges in the dynamic global postal environment. We are optimistic that the resolutions from this congress will have the greatest impact on the postal sector over the next four years.

This Congress being the highest policy making organ of the UPU will among other actions elect candidates to various decision making positions. We therefore wish to reaffirm Zambia’s candidature to the Council of Administration of the Union. Zambia’s bid to vie for a seat on the Union’s Council is premised on its active participation in the Union’s activities as well as our country’s experience in driving the growth and development of the postal sector.

Once elected, Zambia pledges to actively engage the UPU membership, build consensus and effectively represent the membership in ensuring that the ideals of the Union are upheld.

Your Excellences, I therefore seek your support for our election to the Council of Administration.
